The Sustainable Management of the Regional Territory? The Regional Governments between Need and Reality

Abstract

This article is a contribution to the discussion about territorial planning in environmental policies that will contribute to the economical and social objectives of the country. Four principles are proposed to the Regional Governments as transitory application. These regional institutions are responsible of the harmonic development of the territory and to look for major sustainability for the development of the national regions. Some objectives are identified for the sustainable order of the regional territories as well as the characteristics and functions required by the regional planning. Finally, the state of art in regard to instruments are revised in relation to the four principles. Some ideas are proposed in order to improve vertical and horizontal articulation of the public action in the issue.
