Social Assistance Policy in Brazil: new institutionalization and challenges for professionals in social protection

At the end of the 1980s, Brazil resumed the democratic rule of law under a new proposal for economic and social development, supported by social policies that introduced a new standard of social protection. This perspective, despite being recognized, has encountered difficulties, especially with regard to the Social Assistance Policy, which was enshrined as a citizen's right and a duty of the state, free of charge and universal in the provision of social minimums. Not unlike other countries, the issue has been affected by the development of neoliberalism, which has resulted in ambiguous situations in the construction of policy and professionalism and in the protection of workers. In this sense, this study analyses the implementation of the institutionalization of social assistance policy and the consequences for social workers and psychologists under the reform of the state. The qualitative research analyzed 22 forms by social workers and psychologists about their work and the processing of demands in social assistance services. The study indicated that, although the social assistance policy retains conservative traits, there have been advances in the provision of social assistance services, which has been contradictory for the workers, who find themselves in a situation of intensified and precarious working conditions, which ends up impacting on the results of their work with the population.

Conflicts of interest
A conflict of interest exists when an author (or author's institution), reviewer, or editor has personal or financial relationships that inappropriately influence their actions (those relationships are also known as two commitments, where interests or loyalties compete). Not all relationships represent a certain conflict of interest. On the other hand, the potential for conflict of interest can exist regardless of whether an individual believes that the relationship affects scientific judgment of her. The Revista de Trabajo Social asks the authors for an explicit declaration of the existence of possible conflicts of interest. Authors must include it in the Acknowledgments chapter, located prior to the References. In the event of conflicts of interest with a peer reviewer, the author who submits a new article will have the opportunity to inform on the virtual platform the name of the person who does not wish to participate in the arbitration. This information will be kept strictly confidential.
